NC Citizenship Proficiency Diploma Endorsement
As new program rolls out, DPI offers a quick guide
In 2023, NC legislators voted to provide a new diploma endorsement for NC public high school students focused on citizenship proficiency. In 2024, the State Board of Education approved the policy. In 2024-25, the program is being rolled out in NC high schools.

Student requirements are:
The PSU shall administer the endorsement test in the same format as the U.S. Citizenship and Immigration Services (USCIS) Naturalization Test using the questions publicly available.
The student shall correctly answer at least 6 out of 10 questions asked of the civics portion of the USCIS Naturalization test.
The opportunity to earn this endorsement shall be offered to interested high school students once/semester.

The diploma endorsement is not the same as a “civic seal” offered by many states, where students demonstrate proficiency in civic literacy through knowledge and involvement in designated civic learning and leadership activities.
